Unfortunately, Pennsylvania law provides for only very limited access to one's personnel file.
Under Pennsylvania's Personnel File Act, an employee (or an employee's agent, such as an attorney) may inspect his/her employment file once per year (unless there is "reasonable cause" to make an additional inspection).
While an employee is free to take notes on what is in the file, he/she is not permitted to make copies of any documents found therein.
